In the digital age, every generation is more digital than the previous generation. The development of the ever-changing Internet is a "double-edged sword" for minors whose minds are still immature. This is a global consensus. How to make the majority of children reduce and avoid network damage while enjoying the convenience of the Internet? "We must guide children to understand the network, learn the network, master the network, and never be a slave to the network." Zhu Xisheng, Secretary General of the China Children and Teenagers’ Fund, said at the Forum on online minors protection and ecological governance held in Wuzhen, Zhejiang Province on October 20.

As one of the sub-forums of the 6th World Internet Conference, the forum is guided by the Cyberspace Administration of China, sponsored by UNICEF, China Soong Ching Ling Foundation, China Children and Teenagers’ Fund, and co-organized by China Internet News Center (China Net) and Tencent Inc.. According to relevant data from the National Internet Information Office, the current penetration rate of minors is as high as 93.7%, while 33% of minors are exposed to illegal and bad information such as violence, gambling, drug abuse, and pornography during the Internet. At the forum, Chinese and foreign guests from government departments, social organizations, Internet enterprises, academia, and literary and art circles gathered to express their opinions respectively in the form of speeches, keynote speeches, and group discussions on issues such as improving the network literacy of minors, creating a green network space for minors, and speeding up the legislation of minors' network protection.

Zhu Xisheng started from the work practice of the China Children and Teenagers’ Fund and gave a speech on the theme of the new era of girls and family network literacy. He said that the China Children and Teenagers Fund and Tencent Inc. released the "New Age Girls and Family Network Literacy Research Report" based on extensive online surveys and in-depth interviews last year. The report believes that children, especially girls and their families are promoted. Literacy is very important and urgent. The survey found that compared with boys, girls spend more time online, are more vulnerable to bad information such as violence and pornography, and are more likely to be the target of cybercrime. The survey also found that the family environment is an important factor affecting children's network literacy. The family is the preferred place for children to use the Internet. Children without guardians living together face higher cyber risks.

Zhu Xisheng said that to protect the network security of children, especially girls, and to build a clean and healthy cyberspace conducive to their healthy growth, there are still many challenges that need the concerted efforts of the whole society. From the perspective of children's and family work, he suggested: to comprehensively improve children's network literacy ability, including network application ability, identification ability, prevention ability, problem-solving ability and participation in Internet construction ability, especially to make up for children's shortcomings in network hazard identification and prevention. We should give full play to the guiding role of families in children's access to the Internet. Parents should improve their Internet skills, communicate with their children in a way of negotiation and respect, establish an equal based "active company" relationship, and be the first teacher of their children. We should include the network literacy education into the school curriculum system, support the primary and secondary schools to carry out the network literacy education in the form of special funds, and develop the teaching material system of the network literacy education. We should speed up the establishment of a complete classification and classification system for Internet information, and strive to avoid children's access to Internet pornography, violence and other information.

As the representative of the Internet Company, Tencent Inc.’s chief operating officer Ren Yujun and Zhihu’s founder and CEO Zhou Yuan shared their views on protecting the healthy online and network ecological governance of minors from the perspective of corporate responsibility. Ren Yuxi said that Tencent not only invests in network security for a long time, but also provides multiple guarantees for minors who lack self-protection ability, such as establishing Tencent 110, launching anti-addiction system such as growth guard platform, health system and active service engineering, and also through quality The content experience gives children more guidance, extensively links social and industrial forces, enriches the network governance toolbox, and acts as a connector for convergence forces and ecological co-builders to take on more responsibilities. Zhou Yuan believes that the Internet must not only assume the role of maintaining order in the real society in terms of laws, regulations and ethics, but also foster the continuous development of content that promotes social development and civilization. While adhering to the responsibility, Internet companies must also be the fissile of mainstream value, the amplifier of positive energy, and the promoter of social progress.

As the first national-level foundation after the founding of New China, the China Children and Teenagers’ Fund has made cybersecurity education an important project implementation in the field of child safety, and launched the “Spring Bud Program” girl protection project with the girl as the focus of work. Through a series of publicity training and services for girls, parents and teachers, girls’ awareness of self-protection will be enhanced and girls’ injuries will be reduced. In addition, the China Children and Teenagers’ Fund and Tencent Inc. jointly developed the online and offline version of the "Guardian Shield Action - Small Netizens Safety Growth Guide (Home Edition)". The guide provides specific recommendations for improving children's and family's online literacy, emphasizing that children should take the initiative to improve their online security awareness, and be polite in the Internet; personal information is limited to upload, physical privacy is not online; online does not time out, consciously resist bad information. Advocate parents to lead by example, be a good role model for children in front of the screen; learn to listen, actively communicate, give each other a private space; strengthen the bottom line education, prevent children from being bullied, prevent children from becoming cyber-hazards spreaders and perpetrators, clearly telling not to be unfamiliar Netizens conduct video chats or meet offline. The Guide also provides a special tip for girls to be cautious in posting important personal information, including photographs, and how parents can properly cope with children's online dating.
