Butuo County, located in the Great Liangshan Mountains, gathers 12 ethnic groups including Yi, Miao, Yi and Han, of which the Yi people account for 94% of the total population. At the beginning of the county construction in 1955, illiteracy accounted for 99.8% of the county's total population. In the early 1990s, the enrollment rate of local school-age girls was only 25.6%. In 1992, the “Spring Bud Project” opened two Spring Bud Girls classes at Temu Li Primary School and Xixi River Central School in Butuo County.
At that time, Wang Fumei, who dropped out of school due to poverty, continued to study in order to enter the Spring Bud Girls Class. She had a hunger strike and struggled with her parents. Since 2016, as a grassroots cadre, she led the team in Boshi Village to organize the villagers to get rid of poverty, so that the per capita net income of this village will increase from less than 3,000 yuan in 2016 to more than 4,300 yuan in 2018.
Today, the deputy head of Lada Township, Wang Fumei, the accounting department of Butuo County, Wang Fuxiu, and the people of Butuo County, Jidi Moshi Liu, have a common mourning. Fenggui Fresh was born in Yaokouyu, Yaokou Village, Baiyun Township, Rongshui County, Guangxi. The ancestors of Hongyao people pursued the habit of “dogs don’t farm, women don’t read”. Generations of women are not only isolated from the mountains here, but also poor. The narrow "big mountain" is closed.
Linking them together is the "Spring Bud Program." In September 1989, Baiyun Township, where the Hongyao people lived, established the first “Spring Bud Girl Class” in the country. The 8-year-old Feng Guixian became one of them. Today, 30 years later, after several generations of armed police officers and soldiers from all walks of life, the "Spring Bud Hongyao Girls Class" has been held for 11 sessions, and the school attendance rate of Hongyao girls has reached 100%, while Feng Guixian I have also taught and educated people in my hometown for 15 years.

Since 1997, the officers and men of the Armed Police Force have supported the Armed Police Spring Bud program for 22 consecutive years.
