On March 19, the Happy Home for Children of China Children and Teenagers’ Fund (CCTF) supported by the Ministry of Finance and the Central Special Lottery Welfare Fund has been built in Lijiang village, Jiayi town, Pingjiang county, Yueyang city, Hunan province. On that day, children in the village came there, reading and playing happily.

Yao Jialin, a researcher in the First Administrative Department, and Zhang Yuanyuan, vice president of the Hunan Women’s Federation , as well as other leaders attended the unveiling ceremony of “Happy Home for Children” in Lijiang village.

In 2014, the All-China Women’s Federation and CCTF launched the “Happy Home for Children” public welfare project for rural communities where left-behind children and concentrated, in order to truly implement the spirit of the central government and explore effective models for rural communities to care for left-behind children. The project is set up in villages and towns with a relatively high concentration of left-behind children in rural areas. According to the study, life, growth and development needs of left-behind children, hardware facilities such as computers, books and recreational and sports supplies are uniformly equipped, and care activities such as trusteeship services, psychological counseling and safety knowledge training are organized to help the left-behind children in rural areas grow up healthily both mentally and physically.

Yao expressed the hope that the “Happy Home for Children” in Lijiang village can give full play to the role of care and service, so that left-behind migrant children here can really learn knowledge, broaden their horizons and enjoy their childhood.

During the ceremony, Xing Chaohong, the vice president of Pingjiang county said that the government should strengthen the operation regulation of “Happy Home of Children”, to ensure the project in accordance with the requirements, standards and goals in place, and let more rural left-behind children enjoy the government’s love and the warmth of the society.

During the 13th Five-Year Plan period (2016-2021), the “Happy Home for Children” public welfare project has been supported by the Central Special Lottery Fund of 15 million yuan annually for six consecutive years. From 2016 to 2018, 454 “Happy Homes for Children” have been built and put into use.
