Zhu Xisheng: Guided by the Spirit of the 19th CPC National Congress, Open a New Chapter for Children’s Charity Development for a New Era

The 19th Communist Party of China (CPC) National Congress opened in October in Beijing, marking a milestone in the development history of the Communist Party of China and the Chinese nation.

Xi Jinping, general secretary of the CPC Central Committee, delivered a report, “Secure a decisive victory in building a moderately prosperous society in all respects and strive for the great success of socialism with Chinese characteristics for a new era,” to the 19th CPC National Congress on Oct 18. The report serves as guidance for children’s charity development to open a new chapter in a new era.

The report said the Party will undertake the mission of improving people’s wellbeing, and strive to bring real welfare for children. The China Children and Teenagers’ Fund (CCTF), working on to mobilize the society and help the poor, needs to play a bigger part in helping the Party to accomplish its mission.

President Xi Jinping put forward ensuring and improving people's livelihood in the progression of development in the thought of socialism with Chinese characteristics for a new era. Progress will be made in education, people’s income, health, residence, care for the aged, and help for the poor. More measures will be taken to ensure the legitimate rights and interests of women and children, improve the rural left behind children’s care and service system, and make sure every child can enjoy fair and quality education. Those charitable organizations, which are committed to ensuring children’s life needs, assisting the state to improve people's livelihood, and to innovating social governance, are having a more clear direction of efforts in a broader space for development.

To respond to the requirements of the Party, the CCTF will make innovation in its current work and then to develop through innovation. On the one hand, it will continue to work on its projects that play a bigger role in serving children in China, including the “Spring Bud” project helping impoverished girls return to school, the “Safety and Health” project improving children’s safety and health condition, the “Children’s Happy Home” project targeted for left behind children in rural areas, and the “HELLO Kids” project for impoverished children. On the other hand, the CCTF will increase innovation in its charity practice with the boom of new technology, industries, and businesses in the new era. In addition, the fund will carry out survey and investigation on children’s demands for their growth and development. Integrating resources and launching new and innovative charity projects for children, the CCTF tries its best to meet children’s needs in all respects and offer them comprehensive care and benefits.

Children’s high quality charity projects are likely to give rise to great social benefits. The Chinese children charity has been focused on vulnerable groups and has developed excellent philanthropic projects for children. The “Spring Bud” project, for example, has helped a large number of dropout girls return to school since its start 28 years ago. The project has generated positive social effects, such as efforts to advance gender equality and safeguard young girls’ rights to receive education, as well as basic education development in rural areas, especially in the ethnic groups regions. The CCTF highlights high quality and benefits in its charity projects, strictly implementing supervision and control in terms of project execution and fund management.

Charity culture and its communication are also important to create a more conducive environment in which the public care for the growth of children. The CCTF will use a combination of traditional media outlets, social media, and its own communication to promote the charity concept of "giving affection and love to children", allowing more people to be aware of children's charity activities and charity projects, and calling for the whole society to take care of our children.

The CCTF will also keep learning and applying theories to practices, improving its professional work and high-efficiency operations in children’s charity services.
