A senior official from China's Ministry of Civil Affairs was invited to conduct child welfare-themed training at the China Children and Teenagers' Foundation (CCTF) in Beijing on June 19, 2014.

Vice-Director of the Ministry's Department of Social Welfare and Charity Promotion Xu Jianzhong detailed the three development stages of China's child welfare system: the early stage during China's Ninth Five-Year Plan period (1996-2000) and 10th Five-Year Plan period (2001-2005), the transformation stage during the 11th Five-Year Plan period (2006-2010) and the further development of the all-inclusive child welfare system during the 12th Five-Year Plan period (2011-2015).

Xu, who also serves as a board member of the CCTF, stated that children's charity organizations and government departments should work together to determine charity programs, recipients and operating modes to avoid child welfare problems, such as program homogeneity and unbalanced resource distribution.

Afterwards, participants discussed China's policies related to 'left-behind' children whose parents have left them in their rural hometowns to work in the cities and the treatment of children's serous diseases, as well as the Ministry's supervision and evaluation of grass-roots charity organizations.

Through the training session, the staff members of the CCTF's Secretariat have been made familiar with China's policies related to child welfare and improved their theoretical knowledge of public welfare.

In recent years, the CCTF's Secretariat has organized a series of lectures in an effort to enhance organizational management, improve staff members' work skills and build a well-qualified child charity team.
