On September 15th, the Ministry of Civil Affairs and the China Children and Teenagers’ Fund hosted the “Protecting the Orphans Initiative – Insurance for Critical Illnesses” news conference in Beijing. Attendees at the press conference included Vice Minister of Civil Affairs Dou Yupei, ACWF Secretary and CCTF Vice Chairwoman Fan Jiying, CCTF Secretary General Song Yiling, Director General of the Life Insurance Supervision Department of China Insurance Regulatory Commission (CIRC)  Liang Tao, Deputy Director General of the Ministry of Civil Affairs Social Welfare and Charity Promotion Department Zhang Shifeng, and Managing Director of the China Children Insurance Foundation Dr. Heidi Hu.

At the conference, it was revealed that each 50 Yuan of donation will be able to protect one orphan from 12 dreadful diseases including malignant tumors, leukemia, and major organ transplant surgery over a one-year period, with 100,000 RMB insured sum. “Protecting the Orphans Initiative” will mobilize donations from the general public to move towards covering all orphans across China against critical illness through commercial insurance, by leveraging the insurance capacity of China Life Insurance Co. Ltd., PICC Health Insurance Co. Ltd., and AVIVA-COFCO Life Insurance Co. under the orchestration of CCTF. The Ministry of Civil Affairs will work with the relevant local authorities to survey orphans in the country to understand their conditions, thereby providing data to assist CCTF’s initiative. In addition, the Ministry of Civil Affairs shall also work on policies to benefit sick orphans as only healthy orphans will be covered by commercial insurance.

Dou Yupei, Vice Minister of Civil Affairs, explained that the issue of orphans facing major diseases is a concern for all levels of government, as well as society as a whole.
Leaders of CCP and central government have always attached great importance to the healthy growth of orphans. President Hu Jintao and other leaders have shown their cares by visiting orphans and making important recommendations to the orphan assistance system.

In his introduction, Dou said that we still face many difficulties in the full protection of orphans, in particular a lack of institutional safeguards. After Premier Wen Jiabao proposed the establishment of a children’s relief fund system for major diseases, the Ministry of Civil Affairs and relevant departments have been researching to establish institutional safeguards for seriously ill children. Some provinces and cities are actively carrying out pilot programs and yielding good results and experiences.

The China Children Insurance Foundation leverages commercial insurance model to promote the establishment of a more comprehensive, government-led protection system for children supported by charity and business communities. This is an extremely significant exploratory effort and a big step forward towards saving seriously ill children.
In her speech, CCTF Secretary General Song Liying said that the organization believes that the China Children Insurance Foundation will help children from poor families better cope with the risk of major diseases, mainly through the “Protecting the Orphans Initiative.” Song hopes that this initiative will inspire and mobilize the community, and help provide timely protection for the large number of orphans in the country.

Liang Tao, Director General of the Life Insurance Supervision Department of CIRC, said that the China Children’s Insurance Fund will use these market-oriented mechanism to establish a new insurance model for the charitable relief of sick orphans as we await the establishment of reliable mechanisms. CIRC strongly supported the proactive use of commercial management skills and services. Liang also asked the insurance companies to do a good job of project implementation and follow-up services, in order to show the insurance industry’s love for orphans, and to do a good job of claim processing to enable the large number of orphans to enjoy better health protection.

Fashion Bazaar, Jackie Chan Alms deed Foundation, Kodak China Investment Co., Ltd., Hainan Airlines Group Co., Ltd., AVIVA-COFCO Life Insurance Co., Ltd., Beijing K&D Consulting Co., Ltd. and other enterprises raised their certificate of award, which honor their pledges to the insurance of orphans in Beijing, Tianjin, Liaoning , Qinghai, Hainan, etc. ACWF Secretary and CCTF Vice Chairwoman Fan Jiying accepted donations and awarded certificates and souvenirs for these donating companies.

Finally, all government officials participated answered questions from the media.
