In order to improve the safety awareness of left-behind children in China's western region, increase their ability of self-protection, and to help them grow in a safe and healthy way, the China Children and Teenagers’ Foundation, with support of the central government financial capital and donations from the society, will carry out the Left-Behind Children’s Safety Education Demonstration Project.
The project will be carried out in Sichuan, Yunnan, Chongqing, Shaanxi, and Tibet provinces, delivering safety education for local left-behind children and building 15 safety education experience classrooms.
China Children and Teenagers’ Foundation published the public tender invitation notice on its official website on May 13, 2016. By the bid deadline 16:00 pm, May 20, 2016, CCTF had received bidding materials with qualifications and conditions from three companies/organizations, Including Beijing Ruiguang Education Technology Co Ltd, Zhongcheng Venture Philanthropy Development and Promotion Center, and Beijing Zhong Xiang Rui International Exhibition Co Ltd.
In order to ensure a fair and transparent tender assessment process, a tender review team was established on May 20, 2016. The team was comprised of nine members, including child safety education experts, deputy secretary general of China Children and Teenagers’ Foundation and heads of the Foundation’s Project Department, Finance Department, Publicity Department, and Legal Department, as well as a media representative from China Women's News.
On May 23, 2016, a tender assessment meeting was held when the tender review panel reviewed the qualifications of the enterprises/institutions for bid proposal, project implementation experience, and tender offer.
Based on the final score, Zhongcheng Venture Philanthropy Development and Promotion Center won the bid with a bid amount of 1,875,000yuan ($281,827).
Any part concerned disagrees with the tender result shall submit objection in written form to the China Children and Teenagers’ Foundation within three working days after the announcement and late submission will not be accepted.
